Hawaii – I suspect it has to do with Oil. Shell is building an Algae Oil plant in Hawaii, to test the viability of large scale Algae Oil production using sea water and sunlight. In the US at the moment, biofuel = corn = ethanol. That’s NOT really a good thing, because corn is at the bottom of the efficiency list when it comes to ethanol biomass. The following report in 1995 to the United States Department of Agriculture noted that corn ethanol has a negative energy value (NEV):
The energy required to produce corn ethanol exceeds the energy present in the ethanol fuel. Therefore it is NOT an energy substitute and does little to displace oil imports and increase energy security.

US research into Algae Oil started in 1978. in 1996 the U.S. Energy Department cut funding for algae Oil research. Policy decisions resulting in long delays are reminiscent of the fiasco over the cancellation of the EV1 electric car. 
The ALERT concerning Hawaii, relates ‘in particular’ to houses on ‘The BIG Island’. An ‘event’ causing widespread destruction is this area could easily delay ‘important biofuel’ research by at least a couple of years; so Time seems to be a key factor here.
